The United States has initiated a strategic plan aimed at establishing a trade zone for critical minerals that are essential for manufacturing a wide range of products, from smartphones to military equipment. This move is part of a broader effort to diminish China’s overwhelming control over the global supply chain of these vital resources.
Recently, the US State Department organized a significant gathering that brought together representatives from over 50 countries, including officials from notable nations such as the United Kingdom, the European Union, Japan, India, South Korea, Australia, and the Democratic Republic of Congo. The primary focus of this meeting was to discuss the accessibility and availability of minerals that are crucial for producing items like computer chips and electric vehicle batteries.
Currently, the mining and processing of these critical minerals, which encompasses rare earth elements, is largely monopolized by China. In statements released by the US government following the event, Vice President JD Vance and Secretary of State Marco Rubio refrained from explicitly naming China. Instead, Vance spoke about the challenges posed by "foreign supply" flooding international markets, which complicates financing opportunities for other nations rich in mineral resources.
"Every single one of us represented in this room has become dependent on arrangements we did not choose, and right now, arrangements that we cannot control," Vance emphasized, highlighting the precarious nature of global reliance on external suppliers.
David Copley, who served as a special assistant under President Donald Trump, revealed that the US is committed to investing hundreds of billions of dollars into the mining sector to kickstart various projects. Significant investments have already been allocated to companies such as MP Materials, known for producing rare earth magnets, and Lithium Americas, which focuses on materials essential for rechargeable batteries.
Additionally, US Trade Representative Jamieson Greer mentioned that the United States, along with Japan and the European Commission, are collaborating to establish "coordinated trade policies and mechanisms". This cooperation aims to collectively mitigate any challenges related to accessing these important minerals.
This initiative is part of a larger strategy by the US government to counteract China’s leverage stemming from its dominance in the mineral industry, particularly in trade negotiations. Notably, on Monday, Trump announced the establishment of a critical mineral reserve dubbed "Project Vault," which is valued at nearly $12 billion (£8.8 billion).
Interestingly, the timing of this event coincided with a phone conversation between Trump and Chinese President Xi Jinping, which Trump characterized as "very positive." However, it is important to note that China currently exerts considerable control over rare earth supplies and has recently tightened its export regulations. Beijing mandates that companies within China must obtain government approval prior to exporting these minerals.
Although the Chinese government has since relaxed some of these stricter measures, analysts argue that it continues to use its substantial industry dominance as a strategic bargaining tool in ongoing trade discussions with Washington.
